Partnership Targets Middle East Urban Growth

AtkinsRéalis and BCA International (BCAI), a subsidiary of Singapore’s Building and Construction Authority (BCA), have formalized a non-binding Memorandum of Understanding (MoU). This agreement establishes a framework for exploring collaboration on urban development and infrastructure projects throughout the Middle East.

The initiative intends to integrate Singapore’s built environment capabilities with AtkinsRéalis’ advisory, engineering, and delivery experience within the region. Initial efforts will focus on evaluating and adopting solutions for urban and infrastructure challenges, particularly in Saudi Arabia and the United Arab Emirates, where AtkinsRéalis maintains a regional presence.

Focus on Sustainability and Productivity Solutions

The partnership will assess opportunities in key areas, including sustainable urban development, scenario-based decision-making tools, construction productivity, and long-term asset performance. Potential activities under the MoU involve targeted market engagement, co-design of specific use cases, and the evaluation of demonstrator or client projects.

Any future initiatives arising from this collaboration will require separate, definitive agreements. The MoU was formally signed during International Built Environment Week 2026, an event held in Singapore that gathers industry leaders to facilitate knowledge exchange and foster international partnerships.

Matthew Tribe, Senior Vice-President of Buildings and Places at AtkinsRéalis Middle East, stated that the accelerating urban growth in the Middle East demonstrates the value of international models integrating planning and long-term thinking into city development.

Tribe highlighted AtkinsRéalis’ CityZenX platform, which focuses on identifying, testing, and scaling urban development solutions. John Tan, Corporate Director at BCAI, noted that the collaboration could help organizations in both Singapore and the Middle East develop new solutions and translate them into actionable projects.

This partnership aims to strengthen links between Singapore and major Middle East markets like Saudi Arabia and the UAE.
